Harris County Housing Authority is accepting competitive sealed bids/proposals from General Contractors for the new construction of the Fenix Estates Apartments located at 3815 Gulf Freeway Houston, Harris County, Texas 77004. This project will be federally funded by the U.S. Housing and Urban Development Department through the Texas General Land Office (GLO), and administered by the Harris County Community Services Department. Bidders shall comply with regulations governing the HUD HOME Program (24 C.F.R. Part 92) and the CDBG Disaster Recovery Program (Regulation 24 CFR 570). Applicable requirements include, but are not limited to compliance with the Davis-Bacon and related acts, Fair Labor Standards, Equal Employment Opportunity, Affirmative Action, Section 3 of the HUD Act of 1968, and contracting with small, minority, and disadvantaged firms as detailed in the project manual.
