MULTIFAMILY HOUSING REVENUE BONDS

(NORTHWOOD APARTMENTS) SERIES 2020

Notice is hereby given of a public hearing to be held by the Harris County Housing Authority Public Facility Corporation (the “Issuer”), on Thursday, July 16, 2020, at 5:30 p.m. via telephonic conferencing at dial-in number (281) 845-8082, with respect to an issue of multifamily housing revenue bonds (the “Bonds”), to be issued by the Issuer in one or more series of tax-exempt bonds in an aggregate principal amount not to exceed $40,000,000. The proceeds of the Bonds will be loaned to LDG Northwood, LP (or a related person or affiliate thereof, the “Borrower”), to finance a portion of the costs of development and construction of a multifamily residential rental development known as Northwood Apartments (the “Development”), containing approximately 288 units and to be located at the intersection of Hamill Road and Eastex Freeway. (near the SE Corner), Houston ETJ, Harris County, Texas 77039.  The Development will be initially owned by the Borrower.

All interested persons are invited to attend such public hearing to express their views with respect to the Development and the issuance of the Bonds or submit comments in advance of the hearing at [email protected]. Effective March 27, 2020

The Harris County Housing Authority offices remain closed to visitation by the public until further notice.

HCHA has implemented operational procedures to provide limited customer service to our Participants and Landlords.

(via phone, fax, and emails) Participants, and Landlords (beginning March 30th)

until further Notice.

Your patience is requested due to limited staff presence during

this COVID-19 Emergency.

      Inspections:

  • HCHA is conducting new unit inspections only.
  • Annual Inspections have been postponed and will be rescheduled for a later date.
  • Any requests for special inspections will be evaluated on a case by case basis.

            HCV-Section 8/VASH Program:

Do not hand-carry paperwork to the office. Please mail, email, or fax all documents to the HCHA offices. This includes but is not limited to recertification packets, RFTA’s and any other documentation.

Moves will be processed as follows:

  • Only emergency moves will be conducted on a case by case basis.
  • Document exchanges for an emergency move will be processed by mail, fax, and/or email.
  • Case Managers will contact the Participant to inform them that the tenant information form (TIF), voucher, estimator, and RFTA packet will be emailed or mailed to them.
  • Once the packet(s) are received, the Participant should contact their case manager so that they can go over the documents together.

New Admission Briefings and Portability Briefings will be processed as follows:

  • Document exchanges will be processed by mail, fax, and/or email.
  • Case Managers will contact the Participant, and email or mail the tenant information form (TIF), voucher, estimator, and RFTA packet to the client.
  • Once the Participant receives the tenant information form (TIF), voucher, estimator, and RFTA, the Participant should contact their assigned case manager to arrange a conference call to discuss the documents and obtain answer any question you may have regarding the documents.
  • The Mass Briefing(s) will be conducted via a scheduled telephone conference. Your Case Manager will provide you with a date and time and a phone number to call.

Landlord and Utility Reimbursement Payments:

  • No Changes Until Further Notice.

With COVID-19 reaching pandemic status and active cases surfacing in Harris County, our top priority is maintaining the safety and wellbeing of our clients, partners, and employees.

We are actively following directions and recommendations from the Center for Disease Control and Prevention (CDC) to help prevent the spread of germs and infection.

Because there is currently no vaccine, the best way to protect yourself from COVID-19 is social distancing and preventative measures which can be found on the CDC’s website.

At this time, HCHA’s office will remain open for regular business hours; however, clients and landlords will not be seen by staff. Clients and landlords may mail, fax, or email documents.

The Harris County Housing Authority (HCHA) is opening its Housing Choice Voucher (HCV) 2020 Waiting List.

The HCV applications will be available online for a limited enrollment period from Monday, March 23, 2020 at 8:00 a.m. to Wednesday, March 25, 2020 at 5:00 p.m.

Applicants may apply 24 hours a day at our website: www.hchatexas.org. Paper applications will not be accepted at any of HCHA’s properties or central office.

Applicants who need help completing the application due to a disability can make a reasonable accommodation request to HCHA at 713-578-2100 or www.hchatexas.org.

All applicants will be entered into a lottery from which 5000 applicants will be selected for the HCV 2020 Waiting List. A computer-generated random lottery will be conducted on March 26, 2020. After March 25, 2020 applicants may go to www.waitlistcheck.com to determine if they were randomly selected for the HCV 2020 Waiting List.
